Why does it work with target "All Documents" and not "None"?

Thank you all for posting the solution, my issue was the scope. I traditionally always used "None" and my agents worked.. now it seems like it only executes when "All Documents" is the target.

Was there a change in releases? I'm using Domino 9.01 FP8
